PUBLIC HEARING -- 

Notice

The Office of Community Development (OCD) will receive approximately $105 million in federal funds  for a variety of Community Development and Housing Programs.    Approximately $45.5 million will be CDBG funds and $27.3 million will be Home Investment Partnerships funding.  The City of Marion is expected to receive  approximately $202,000 from the Allocation program and can apply for  one or more of the competitive set-aside programs: Targets of Opportunity Grants, Flexible Grant Program (Downtown Bldg., Econ. Dev & Fair Housing) ($250,000), Neighborhood Revitalization ($750,000), and Critical Infrastructure Investment ($500,000); and up to $400,000 of CHIP funding, or up to $750,000 if it jointly applies with Marion County, provided they meet applicable program requirements.

Marion County may apply for funding under the following programs:

• Community Housing Impact & Prevention Program (CHIP) ($750,000)

• Economic Development Loan & Public Infrastructure Grant Program (500,000)

• Housing Opportunities for Persons With AIDs (HOPWA) Program (variable)

• Residential Public Infrastructure Grant Program (100,000 to 750,000

• Supportive Housing, Homeless Crisis Response, & Housing Assistance Grant Programs (variable)

• And Any New Programs Announced Under the CDBG, HOME, and OHTF Programs

The first public hearing will be held March 13, 2023, at 6:30 PM during a regular City Council  meeting 2nd floor, 233 West Center Street, Marion, OH.  The programs can fund a range of activities, including economic development, housing rehabilitation, and public facilities.  Activities must be designed to benefit low- and moderate -income persons.  The projects must also be capable of being completed from start to finish in a usually 24-month period, which time includes environmental review, engineering or architectural drawings, easements, acquisitions, bidding, construction work and closeout reports.

The activities must be designed to meet one of the CDBG National Objectives to primarily benefit low- and moderate-income persons, or aid in the prevention or elimination of slums and blight, or meet an urgent need of the community, and also comply with the applicable Program Objectives as outlined in the Ohio Consolidated Plan. 

Citizens are encouraged to attend this public hearing to provide their input on the City of Marion CDBG program.  Should any participant require auxiliary aids due to disability or non-English languages, or wish to submit written comments prior to the hearing, please contact the Marion City Council s at the address above.
