General operating procedures:
- Courtroom Decorum: Eating and/or drinking and the use of tobacco products are prohibited in the courtrooms, irrespective of whether court is in session.
- Verbal conversations are prohibited in the courtrooms at all times when council or court is in session.
- When any member is about to address Council, he/she shall respectfully address himself/herself to the Presiding Officer and, when recognized by the chair, confine himself/herself to the question under debate, avoid personalities and refrain from impugning the motives of any other member's argument or vote.
All public meetings are recorded. In the case of committees, the recording starts at the fall of the first gavel and stops when the last meeting concludes.
