  • When any member is about to address Council, he/she shall respectfully address himself/herself to the Presiding Officer and, when recognized by the chair, confine himself/herself to the question under debate, avoid personalities and refrain from impugning the motives of any other member's argument or vote.
  • All public meetings are recorded.
