GUIDELINES FOR PUBLIC COMMENT

OHIO REVISED CODE 121.22

 

  1. After all regular business has been conducted, the Council may, at their discretion, open the meeting for public discussion and /or comment.
  2. The President will recognize members wishing to speak in order and exercise sole discretion in determining order.
  3. Speakers Shall:
    1. Come to the podium, state their name, address, and/or organization they are representing., and their subject matter.
    2. Be recognized by the presiding officer.
    3. Address all comments to the Council.
    4. Limit comments to the question under debate and/or one subject.
    5. Limit subject matter to city related issues.
    6. Avoid personalities and refrain from impugning the motives of any argument or vote.
    7. No speaker shall speak more than once on the same motion until every other member desiring to speak on the motion has had an opportunity to do so.
  4. Violation of these rules: there will be one (1) warning given before removal from the meeting.
  1. The Council reserves the right to waive these rules as warranted.

[1] Pursuant to § 123.01 Chairman of the Finance Committee of Council is a member of the Treasury Investment Board. The Chairman serves as backup to the Treasurer when signature is required in his absence for transfers over $50,000.

[2] Pursuant to § 159.01, a member of Council shall serve as a non-voting member of the Board of Airport Commissioners. The Airport Commission meets at 2 PM on the 2nd Tuesday of each month at Marion Municipal Airport.

[3] Chair or designee of Jobs & Economic Development Committee serves on the CANDO! Board and Downtown Marion Inc. Board.

[4] Members of this committee serve on the Marion City/County Regional Planning Commission. Meetings are held at 7 PM in the Prospect Room, lower level of Marion County Building on 4th Wednesday of the month, except November and December meetings are combined due to holiday season and held on 2nd Wednesday of December. Meetings could be cancelled due to lack of business.

[5] Pursuant to § 155.01, there is created a Traffic Commission, consisting of the members of council's committee on street, alley, sidewalk, and traffic, together with the Safety/Service Director, City Engineer, Chief of Police, and Law Director, as its members. The commission meets on an as-needed basis.
